"Routine non-crisis phase modalities of consultation that allow easy, regular, and frequent contacts may include: cross-representation by Secretaries - General for relevant agenda items; contacts between the respective councils, groups, committees, and staff, including periodic and ad hoc joint meetings and Military Committees; cross-participation of EU and NATO military staff officers in EU meetings designed for the development of European defense capabilities and NATO meetings connected with the Defense Capabilities Initiative as well as in EU and NATO exercise conferences; regular briefings about the organizations’ respective activities by the Presidency of the EU, EU and NATO secretariats, and, when required, by military staff of both organizations; and the establishment of EU and Supreme Headquarters Allied Powers Europe (SHAPE) offices in each other’s headquarters." back
